HCNHC Campaign Helps Put Home Care on the Budget 2027 Agenda

The Health Care Needs Home Care (HCNHC) campaign is helping put seniors’ access to affordable home support firmly on the provincial policy agenda.

For more than two years, JSABC, through the HCNHC campaign and alongside other seniors’ organizations, has been advocating to make affordable home support a government priority. Together, we have engaged seniors, caregivers, health and community organizations, MLAs and government decision-makers, generated more than 1,200 messages to MLAs across British Columbia, and raised public awareness about the importance of accessible and affordable home support.

Advocacy Is Making a Difference

That work is now reflected in the BC Finance Committee’s Budget 2027 consultation report, which recommends that the province expand access to publicly subsidized home support and prioritize a home health model that helps seniors age safely at home.

This is an important step forward and a welcome recognition of the need to strengthen home support for B.C. seniors.

But One Critical Barrier Remains

While the direction is encouraging, one important issue has not yet been addressed: co-payments for publicly subsidized home support.

Tax credits for seniors who purchase private care may help some people, but they do not remove the financial barrier faced by seniors who rely on publicly subsidized home support — particularly those with limited incomes who may receive little or no benefit from a tax credit.

HCNHC will continue to call on the BC Government to eliminate co-payments for publicly subsidized home support in Budget 2027.
